Background
The Lutheran World Federation Nepal is a pioneer organization working in both humanitarian and development sectors in Nepal since 1984. It has been working with Bhutanese Refugees, Internally Displaced People (IDPs) and People at Risk due to disasters and humanitarian crisis. LWF has been focusing on sustainable livelihoods, quality services, protection and social cohesion as three programmatic areas of interventions. Gender Equality and Social Inclusion, Child Protection, “Prevention against Social Exploitation, Abuse and Harassment (PSEAH)”, Disability Inclusive Development (DID), Climate Change, and Environment Management are the major crosscutting areas of interventions.
Overall objective This PMER Manager position is responsible for ensuring effective application of various internal controls and monitoring functions in LWF Nepal. Moreover, the position shall ensure quality programming, projects, program and organizational monitoring of outcomes and impact, credible data collection and management, and quality reporting based on continuous learning. This is strategically placed directly reporting to the Country Director or the Program Coordinator when position is filled.
Specific objectives
•To ensure appropriate tools and processes are applied for effective planning through which we understand what we are trying to change and that we have clear plans as to how we will create change.
•To ensure quality and effective monitoring and evaluation of program/projects’ impacts.
•To ensure that the LWF Nepal has credible data collection and management, and effective internal learning and knowledge management approaches.
Key duties and responsibilities
Planning
a. Guide LWF Nepal and partner teams in high quality information gathering and analysis processes at community, local, provincial and federal levels to inform program and project designs and drive continual improvement across the programs and projects. b. Contribute to the preparation of Theory of Change or logical frameworks and M&E plans of the programs/ projects.
c. Ensure quality of the data and information on the projects/programs in the LWF-WS managed web-based PMER Newdea system.
d. Lead the preparation of LWFNepal’s Country Annual Plan (CAP)/Country Annual Target (CAT).
e. Lead the development of GESI-responsive PMER plans and strategies for the CAP/CAT and for the projects, and ensure the implementation of the strategies and plans as well as estimating resources for M&E activities.
Monitoring, evaluation and reporting
a. Lead in the development and implementation of processes, methodologies and tools to ensure credible data collection and management, and high quality reports.
b. Develop and implement M&E strategies (framework and tools), to ensure quality and consistent data and information is available on program/ projects performance and impact.
c. .Provide technical leadership to ensure the overall quality of LWF Nepal and partner teams field data collection exercises, data management, and analysis.
d. .Perform/coordinate program quality assurance activities such as data quality audits/reviews, periodic program reviews, field monitoring and evaluations.
e. Ensure that all projects and program are compliant with internal reporting requirements, including Newdea, and lead on the establishment and operation of an improved (digital) beneficiary data management system(e.g. Survey CTO, KOBO etc.).
f. Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations in line with Newdea system.
g. Check that monitoring data are discussed in the appropriate forum timely in terms of negative implications for future actions. Explore gaps and challenges of result-based monitoring, evaluation and reporting of project activities including documentation and sharing among staff;
h. Share information with program teams and lead the delivery of Country Program knowledge sharing events and processes, focusing on learning and continual improvement.
i. Design and manage evaluations and different assessments in compliance with LWF’s evaluation policy, from development of ToR, advising management on approval of final report, dissemination of evaluation/assessment findings and recommendations with intended audiences.
j. Support the project teams and partners in extracting lessons learnt and good practices and documenting case studies which demonstrate qualitative and quantitative changes.
k. Ensure effective and appropriate capacity building for LWF Nepal and partner teams on skills and competencies necessary to deliver high quality PMER.
l. Facilitate and act as resource person, and join if required in any external monitoring and evaluation missions.
Knowledge management
a. Support to prepare and implement knowledge and learning capturing and dissemination strategy and to ensure that learning and knowledge of the project/ program is effectively captured and disseminated. Ensure gender, disability and child protection issues are mainstreamed in such strategies
b. Visit field periodically (at least quarterly) to work with field staff and partners to capture knowledge and prepare initial draft of the knowledge product as well as to support them in doing so.
c. Coordinate with expert team within LWF for inputs in the drafted knowledge products and ensure that all inputs are incorporated in the final document.
d. Work with communication and IT teams for audience identification and finalization of the knowledge products (i.e. identify right formats, finalize language, layout and branding).
e. Identify how knowledge products can be reformatted (including translation) for different audiences and other communication channels.
f. Coordinate for feature stories/human interest stories and best practices/innovations for communication and exchanging knowledge and experiences of projects intended to achieve.
g. Work closely with the communication and IT teams to collect photographs/video clips from various ongoing functions of project required for knowledge products.
h. Coordinate for dissemination plan and delivery of the knowledge products which includes uploading all outputs to LWF website/ Newdea or any other officially approved appropriate dissemination techniques including online social media.
i. Coordinate with other stakeholders (i.e. government, academia, INGOs, civil society organizations and research institutions) to share the projects’ knowledge as well as to encourage them on capturing and disseminating learning and knowledge related to LWF Nepal’s programmatic areas.
Perform other tasks, assigned by the Supervisor and the Country Director as per the need of the organization.

Education, expertise and skills required
•Relevant University Degree (Bachelor)
•A minimum of 5 years of relevant work experience, with a strong preference for experience from an International NGO and/or Humanitarian work
•Practical work experience in Planning, Monitoring, Evaluation and Reporting •Strong computer skills in basic standardized software (Excel, Word, PDF, etc.), and experience of computerized M&E systems
.•Positive attitude and approach, which will help colleagues to overcome challenges
•Ability to work under minimal supervision, under pressure and on irregular working hours
•A demonstrated ability to multi-task, meet deadlines and process information in support of changing program needs is necessary.
•An impeccable professional standard of ethics as well as the willingness and ability to enforce compliance within the LWF World Service and donor policies and procedures is essential
