Nepal Health Sector Support Programme (NHSSP) is a technical assistance programme to the Government of Nepal’s Ministry of Health and Population (MoHP), funded with UKaid. The programme is a technical component of the UK’s support to the MoHP under the Nepal Health Sector Programme-3. It is designed to support the goals of Nepal Health Sector Strategy (2015/16-2020/21) and contribute to the MoHP’s efforts to provide quality health services leaving no-one behind.

The programme is running from April 2017 and has recently been extended until December 2022 to cover the overarching priorities of Health System Strengthening at Sub National Level. It is implemented by a consortium that is led by Options Consultancy Limited, with HERD International and Oxford Policy Management.

Position: Coverage and Quality Provincial Co-ordinator

The Coverage and Quality (C&Q) Provincial Coordinator will provide technical assistance (TA) under the C&Q Thematic Area to the sub-national governments. The objective of this post is to provide effective technical inputs to the Provincial Ministry of Social Development (MoSD) and Provincial Health Directorate (PHD) to enable them to deliver against the objectives of NHSP 3, especially as regards ensuring equitable access to quality health services, which leave no-one behind. Under the leadership of the C&Q Thematic Team Lead. the C&Q Provincial Coordinator will develop the framework for providing technical support under this thematic area at sub-national levels and oversee its technical delivery to ensure thematic priorities are met.

The key purpose of the C&Q Thematic Area is to ensure sustainable quality assurance and improvement processes are institutionalised at all levels with increased access to quality Basic Health Care Services (BHCS) and Emergency Obstetric and Newborn Care (EmONC), particularly among the poor and disadvantaged (and in remote areas).

The C&Q Provincial Coordinator has overall responsibility for providing strategic technical direction to this thematic area within the focal province and ensuring integration with the other thematic areas. S/he will also work closely with Leadership and Governance and Data for Decision Making colleagues to support MoSD policy, planning, budgeting and programmes to be evidence-based by proactively seeking opportunities to feed evidence and influence decisions. S/he will provide robust technical leadership on n Safe Motherhood and Newborn Health (SMNH) and Family Planning/ Sexual and Reproductive Health (FP/SRH) issues within the focal province, and support capacity enhancement to the MoSD and PHD, and relevant palika health offices as needed, to improve equitable access and the quality of health services.

Requirements

• Advanced Degree in Nursing / Public Health; or Basic Degree in the subject area with substantial work experience in public health
• Significant and proven of experience (at least 7 years) in development and implementation of programmes within the health sector, and strengthening government health system, preferably in Nepal
• Strong technical knowledge of maternal and newborn health and family planning and familiarity with latest advancements in the field particularly with a view to improve health system performance.
• Knowledge of the issues affecting women’s health and access to service in Nepal
• Good experience on communicating evidence effectively to better inform SMNH and FP/SRH planning, decision making, advocacy and accountability within government.
• Knowledge of international best practice on SMNH, FP/SRH, Quality of Care and Quality Improvement and Quality Assurance approaches
• Knowledge and experience of working closely with supporting / implementing health programmes with measurable outcomes (preferably large scale TA programmes)
• Deep understanding of the operations of the Govt of Nepal, MoHP, MoSD/PHD, and familiarity with all spheres of government.
• Proven experience in strategic planning, budgeting and programme control
• Strong leadership skills
