Nepal Health Sector Support Programme (NHSSP) is a technical assistance programme to the Government of Nepal’s Ministry of Health and Population (MoHP), funded with UKaid. The programme is a technical component of the UK’s support to the MoHP under the Nepal Health Sector Programme-3. It is designed to support the goals of Nepal Health Sector Strategy (2015/16-2020/21) and contribute to the MoHP’s efforts to provide quality health services leaving no-one behind.

The programme is running from April 2017 and has recently been extended until December 2022 to cover the overarching priorities of Health System Strengthening at Sub National Level. It is implemented by a consortium that is led by Options Consultancy Limited, with HERD International and Oxford Policy Management.

UKaid / NHSSP is seeking highly qualified professional to fil in the positions as listed below:-

Position: Coverage and Access Specialist (SMNH and FP/SRH)

Job Location: Kathmandu

The Coverage and Access Specialist will provide TA under the Coverage and Quality thematic area. The objective of this post is to provide effective technical inputs to the MoHP/DoHS to enable them to deliver against the objectives of NHSSP 3, especially as regards improving the coverage of maternal and newborn health, and family planning services, in an equitable manner that leaves no-one behind. The Coverage and Access Specialist will be responsible for the support to designing, roll-out and monitoring of SMNH and FP/SRH interventions that FWD and aligned to Universal Health Coverage goals.
The overall key purpose of the Thematic Area is to ensure sustainable quality assurance and improvement processes are institutionalised at all levels with increased access to quality Basic Health Care Services (BHCS) and Emergency Obstetric and Newborn Care (EmONC), particularly among the poor and disadvantaged (and in remote areas).

Requirements

  • Advanced degree in Nursing or Public Health with clinical background (i.e. BN, BSc Nursing); or Basic Degree in the subject area with substantial work experience in public health
  • Significant and proven of experience (at least 9-10 years) in development and implementation of programmes within the health sector, and strengthening government health system, preferably in Nepal
  • Strong technical knowledge of maternal and newborn health and family planning and familiarity with latest advancements in the field particularly with a view to improve health system performance on coverage of services.
  • Experience of delivering services on issues affecting women’s health and access to services in Nepal, (e.g. ANC/PNC, childbirth services, LARC services, etc.)
  • Good experience on communicating evidence effectively to better inform SMNH and FP/SRH planning, decision making, advocacy and accountability within government.
  • Knowledge of international best practices and goals on SMNH, FP/SRH, Universal Health Coverage, FP2020, MPDSR and similar global initiatives
  • Knowledge and experience of working closely with supporting / implementing health programmes with measurable outcomes (preferably large scale TA programmes)
  • Deep understanding of the operations of the Govt of Nepal, MoHP, MoSD/PHD, and familiarity with all spheres of government.
