Job Description

Job purpose:

The main purpose of Sub Engineer is to conduct detail survey design & cost estimation of WASH infrastructure, construction supervision of drinking WASH schemes, ensure timely completion of planned activities as per implementation guidelines.

Duties and Responsibilities

Implementation of Policies, Guidelines and Manuals

Adhere to all Helvetas Nepal policies, regulations and guidelines and other specific policies formed for the IWRM-Programme.

Ensure adherence to the Security Response Guidelines (SRG), Basic Operating Guidelines (BoG), Conflict Sensitive Programme Management (CSPM), Helvetas Nepal Code of Conduct.

Planning & Scheme Implementation

Provide technical support to technical team of partner organization at field for conducting feasibility and detailed survey of water schemes;
Conduct detailed survey and Prepare design and estimate reports of water and sanitation schemes;
Support and facilitate field staffs for proper implementation process as per technical standardization;
Visit the project areas for physical verification and assessment of the construction work provide immediate feedback to maintain quality of construction work;
Guide partner staffs for preparing measurement book and final completion reports of completed schemes for subsidy payments and its settlement;
Support for field data collection and entry for the preparation of WUMP.

Construction Supervision & Monitoring

Visit the scheme areas for physical verification of on-going activities, monitor technical standards and quality during implementation;
Ensure timely completion and quality works according to agreement, schedule, design and specifications;
Ensure regular updates and reporting on technical matters and others as required;

Additional Information

Required Education, Experience and Competencies

Education & Experience

Diploma in civil engineering with minimum five years of working experience in Water Sanitation and Hygiene (WASH) sector.

Experience and Competencies:

Sound knowledge and skill in conducting feasibility and detail survey, preparing design/estimate of water supply schemes.
Good field experience of construction supervision of WASH schemes.
Experience in preparing bill of quantity and completion reports of rural infrastructure activities.
Good understanding of computer-based design and estimate package and good drafting skill in AutoCAD.
Willingness to work in remote area and travel to field frequently.
Excellent interpersonal skills, good team-player, result oriented personality/ maintaining deadlines.
