Position: Monitoring Evaluation Accountability and Learning (MEAL) Manager

DCA is looking for an experienced and motivated Monitoring Evaluation Accountability and Learning (MEAL) Manager to be a part of our dynamic Programme Team. You will report to Head of Programmes and will have the overall responsibility for the strengthening of a user-friendly planning, monitoring, and evaluation system at DCA. You will regularly review and adjust where required, the detailed MEAL tools/techniques and guidelines in close coordination with DCA team at the country office and headquarters level. Moreover, a robust MEAL Framework at the programmes and projects level should be maintained.
You will closely work with programmes and funding team in the preparation and timely delivery of relevant reports against outcomes. You will also support the communications team to produce testimonies, case studies that are particularly focusing on documenting programme impacts and learning. You will be required to ensure consistency and coherence among the projects/implementing partners and to promote institutional learning and synergy amongst the DCA programmes. You will represent DCA at meetings/forums/workshop as required.

Gender and Social Inclusion and Climate Change are our cross-cutting areas of work.Main responsibilities include
• Develop and strengthen planning, monitoring and evaluation procedures and systems in DCA in close coordination with DCA programmes, funding and finance teams
• Support DCA programmes team and sector leads in designing tools/techniques for conducting assessments such as baselines, needs identification/assessments, and studies or research
• Coordinate and support partner organisations for the development of baselines, studies, and assessments as well as effective data management of DCA funded projects
• Guide, coordinate and be fully involved in the design and development of Theory of Change pathways and logical frameworks of DCA’s projects/programmes including technical advice for the development of performance indicators
• Develop programmes/projects monitoring guideline and plan in line with logical framework focusing on the outcomes/impact indicators for the success and in close consultation with programme team
• Conduct field monitoring visit on regular basis along with team and monitor overall progress on achievement of results and the sustainability of the project’s results and provide suggestions/feedbacks.
• Review ToR for consultant recruitment and provide inputs and assist programme team in the processes
• Ensure implementation of quarterly output database and support on producing reports with enhanced data visualization
• Review and analyze partner organizations’ reports and ensure the quality of data/information
• Document and share organizational learning from PM&E process with the DCA team and partner organizations
• Promote culture of two-way learning in the organization and partners.
• Support on utilization of ICT tools such as Magpi application for better and more effective monitoring to enhance accountability
• Assist Work with DCA Complaints Response Mechanism focal person to develop and strengthen those mechanisms
• Lead CHS as focal person to strengthen CHS and downward accountability across the project and programmes.
What you bring
• At least have a Master’s Degree in Statistics, Social Sciences, Development studies, Project Management or relevant course, preferably with a specialization in planning, monitoring and evaluation
• Have minimum of five years of work experience in PM&E preferably with INGOs
• Good understanding of the current PM&E trends and especially PM&E systems in development organizations
• Experience of PM&E methodology and processes, including in mobile phone and other electronic apps used for Planning, Monitoring, and Evaluation purposes
• High level proficiency in professional writing and communication in English
• Fluency in spoken and written Nepali language
• Proficiency in quantitative and qualitative analysis skills
• Strong interpersonal skills
• Good analytical and research skills
• Good command over report writing in English
• Excellent computer knowledge with command on MS Excel among other PM&E software packages
• Strong planning and organizational skills with knowledge on Project Cycle Management
• Experience in technical report writing and research activities
• Self-motivation, creativity, and an ability to perform with less supervision
