The Local Governance and Community Development Programme – Phase II (LGCDP-II) is a national programme being implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by various development partners. The overall objective of LGCDP-H is to contribute towards the national goal of poverty reduction. The programme focuses on effective, equitable and sustainable service delivery through community empowerment, capacity development and policy reform to improve local governance. The programme coven both the demand and supply side of local governance reform.

LGCDP-II is seeking applications from qualified, talented and result oriented Nepalese citizens for the following positions:
1) Post Title: Regional Monitoring and Reporting Expert (NPPP II)
No. of position: Three
Duty Station: Dhangadhi, Biratnagar and Dhulikhel
Duration: Annual contract
Job responsibilities: The Expert will work under the overall supervision of the National Programme Manager (NPM) to:1) Communicate LGCDP-II priorities to local bodies in the RCU’s area of operations; 2) Carry-out results – based monitoring at the local level and assess progress against SIP/ASIP indicators and targets; 3) Provide backstopping support and guidance to LGCDP focal person at DDCs and municipalities with respect to their monitoring and reporting responsibilities; 4) Assist in identifying M&E and reporting capacity gaps and capacity development priorities among local bodies in the RCU’s area of operations, based on the results of MC/PM assessments and other performance indicators;
Qualifications and experiences required: Completion of Master’s degree in Social Science, Statistics, Engineering, or related field. At least 5 years’ working experience in results based monitoring and reporting system; Demonstrated track record of delivering high quality reports on time; Experience of working in a national government-managed programme would be an advantage.

2) Post Title: Regional Social Mobilization and Livelihood Expert (NPPP II)
No. of position: One
Duty Station: Biratnagar
Duration: Annual contract
Job responsibilities: The Expert will work under the overall supervision of the National Programme Manager (NPM) to: 1) Communicate with local bodies (LBs) and other concerned stakeholders on LGCDP-II priorities, especially the social mobilization and livelihood improvement in the RCU’s area of operations; 2) Carry-out regular follow up & monitoring of LGCDP-II social mobilization activities at the local level and assess progress against SIP/ASIP and AMEP target and indicators; 3) Coordinate capacity development related work with national service providers and assist to find appropriate resource persons, update SM related training courses; and deliver & evaluate training activities at the regional and local level.
Qualifications and experiences required: Completion of Master’s degree in Social Science, Rural Development, Business Administration and Economics or related field. At least 5 years’ experience of working on social mobilization, community mediation and livelihood issues in Nepal; Demonstrated track record of delivering high quality reports on time; Experience of working in a national government-managed programme would be an advantage.

3) Post Title: Project Assistant (SU IV)
No. of positions: Two
Duty Stations: Biratnagar and Dhangadhi
Duration: Annual contract
Job responsibilities: The Program Assistant will work directly under the supervision of the Regional coordinator (RC) to: 1) Support RC Unit in monitoring the progress of programme inputs to the region and districts and assist to document the progress on monthly and quarterly basis. 2) Maintain, update and monitor the Programme budget expenditure in all the districts of the region, make analysis and provide feedback to the RCU and PCU. 3) Assist Regional Manager and LGCDP Focal Persons in the implementation of programme activities in the district to ensure achievement of progress as targeted by the programme.
Qualifications and experiences required: Completion of Intermediate Level in Management, Social Science or related fields. Bachelor’s degree is preferable. At least 5 years’ working experience on office management including financial management; good command of computer skills on Microsoft Office (Word, Excel and Power Point etc.)
